Yes, you most definitely can (it's not that hard, you can even do it while wearing zombie set to help you on the SP.
If you can get that weapon (or a similarly-carded weapon), you can one-shot HOs with water endow. The weapon card that got cut off is a vadon card.
HOWEVER - the ragstate calculator you are using is garbage. It has given me inaccurate results every time I have used it, sometimes minor, and sometimes huge. It is not an acceptable tool for build planning.
Use the wushang calc for build planning. The interface is not as pretty, but it runs faster and it is almost never wrong (only time it's wrong that i'm aware of is treatment of fractional attack speeds)
