This been brought up before i believe but i want to inform that it's still bugged.
Item description says: - if upgraded to 7 or higher, increases Severe Rainstorm damage by 25%
But there is No visibility that the damage is increased. Please take action and fix this. Its been out for so long, why has it not been fixed yet :/

Confirmed, tried on my wanderer. Absolutely 0 change in damage between when I was hat-less and hat-full. Which is disappointing considering the zeny I spent on dat. Gonna test out the other effects of it later, once I get voice lessons 10 to see if that part's broken too....
