Well, to put it bluntly I'm having some trouble downloading the game's client.

 

 

When I click the "Ragnarok Download icon"(the blue winged drop of water), after filling e-mail and password, I procede to click "download now" but nothing happens. It just gets stuck there..

 

Can anyone give me some advice on this matter?

Try downloading the client from my Solidfiles mirror instead.

When exactly was that error message presented?

In that case, the problem lies with either your web browser or Windows installation. I'm afraid this forum isn't an appropriate place to seek help with such problems. Fortunately, the file you're attempting to open simply redirects you to a web page. Can you access this page?
