Just to give you an example on how to 'balance' Battle Tactics.
It's a skill with a maximum of 2 levels. It's a passive boost skill and therefore in direct rivalry to Aura Sword and similar skills of other classes.
=> A level 2 Aura Sword increases your ATK value by 4%.
In order for Battle Tactics to be similar efficient, the average damage boost shouldn't be more than 5% (1% granted for the additional 'randomness'). With an average crit. chance of 25~33%, the critical damage bonus ought to be three times (in case of 33%) or four times (in case of 25%) as high.
Having a really generous day, let's use the latter (5% x 4)
=> Balanced Battle Tactics: 20% critical damage bonus, (10% per skill point).
That's it. THAT would be a reasonable value and balanced towards Aura Strike!
Unlike Aura Sword, the resulting damage is amplified, not just the ATK, so I granted another 'unbalanced' benefit to Battle Tactics. - I said, today it's my generous day. The skill would be twice as good as the soulmaker Transpersonal buff, which sounds fair to me as well.
For all those BT lovers, the devs could even add 3 additional skill levels, resulting in a 50% crit. damage increase. Still doesn't sounds too inbalanced towards other skills: Either a permanent 30% ATK boost for a Beastmaster in Bear Form or a 50% crit. damage boost that triggers about every third hit for the Warrior... Balance can be so wonderful!

There is one more thing....
Some guys like to argue this way:
For every point in INT you have to spend for Battle Tactics, you could have raised your STR instead, increasing the overall damage.
My answer usually is:
Be happy. You don't have to! You can now spend ALL your stat points into strength, totally abusing the over-average ATK boost per stat point. Isn't that wonderful?
The fact behind this trolling is that such a statement about spending stat points implies that both stats are balanced (or that there is a favor for STR). However, the truth is, that this isn't the case.
100 INT = +40% crit. damage = 10% average DPS increase (with 25% crit. chance)
100 STR = +300 ATK => your ATK would have to be less than 3000 to create a benefit that's higher than 10%
The last example even excludes the weapon damage / physical skill effect from the calculation, which would make STR even less useful (hence the free Hit / Parry boost). So I wonder how much the devs want to downgrade the gear to make this balanced. (There was a rumor about that stated earlier in this thread).
See, my main character is a Warrior. But Battle Tactics is so much broken that there can't be a serious discussion about it. And all my failed attempts made me more and more sarcastic. I apologize.
