I went IRO wiki and the instructions to the quest are wrong,I was wondering if anyone could tell me the NPC i should be talking to to start it

From the Archer Guild, go left until you see another house.
If I remember correctly, you need to talk to the man inside the house - Talk About Archers.
That should start to set things of.

Try talking to him about the various topics he has. One of them should tell you about Mandragoras and Stems, he tells you to go to the Alchemist Guild further down. (Close to the guy who sells the Payon Solution) Talk to that guy and then the bard-dressed guy should send you to the map next to an Aco ..

Then I guess you will have to walk .. Since your Archer is pretty new, you got about 100 F-Wings, correct?
You can use those to (hopefully) move across the maps faster. Or you find a nice Acolyte Class in Payon to warp you.
