Did you convert your WPE to Kafra Points on the website?
Also, there's a bug where KP available sometimes shows as 0 in the cash shop window. Trying to buy something sometimes works, but if it doesn't, just open the cash shop window again, and it'll almost always work.
Last I heard, opening the cash shop window with the hotkey doesn't work. Not sure if this was fixed.
