is it just me or i dont know i just want to ask if this skill based on the summoner's magic attack or not because im a ranger and i am a FA ranger type .. then when i found out my damage output is only from 19~21 ( lvl28) help me THanks

Nope the description is correct. FA is based off M.attack, also fun fact bows give a flat M.atk that we can't see or improve.

Mine doesn't. My magical attack power is still zero. However, the normal avg, weapon damage is added to the magical version of the "physical skill effect" as well. So the Falcon Assault is purely based on the weapon damage.

you're welcomed to test it like some of us other rangers have if you hone M.atk it increases Falcon Assualt's damage, also pre AoV bows all gave M.atk and they still do now it's just hidden as the M.atk physical skill effect.

Once again. No doubt that the Falcon Assault is based on MATK, but my bow doesn't grant a "mysterious" or "hidden" MATK bonus... it's simple the normal average weapon damage that is translated 1:1 into a MATK physical skill effect.
And by the way: It's the same for all magical classes as well: weapon damage = physical skill effect. The difference is that their weapon damage is usually quite low, so the drawback is negated by a huge amount of a visible MATK bonus (MATK is later divided by 10~11 to make up an additional physical skill effect).

Since this skill is based on Physical Skill Effect from Magic Power, can we suggest to let Ranger make use of INT? Let's say 1 INT = 2 Magic power?

From my own testing, I remember that adding magic power (with hones) didn't increase the damage of Falcon Assault, while adding STR did. So I think it needs a typo fix rather than a new mechanic.
Even without that, though. You can easily test it like this:
Ph. Attk = 1950 (PSE > 944)
M. attk = 0 (PSE > 759 - Due to min-max of the weapon only);
Level 1 Falcon = 204% of PSE. (According to description, it should be Magic PSE)
944 * 2.04 = 1925,76
759 * 2.04 = 1548,36
