Dual hawker/raider noob questions

This is not a rant thread, just questions concerning class design and how it does(n't) mesh. **no flames please**  

 

1. How does the skill "Weighted Blows (Skill power (+5%+5)/lvl)" work? is it:

 

 

a ) Skill A deals 230%+150 becomes 235%+155 w/ lvl1 weighted blows

 

b ) Skill A deals 230%+150 becomes 241.5%+162.5. ** ((230%+150)*1.05+5)**

 

 

 

2. Why does single target dual blade skills have (the damage only ones):

 

a ) longer cool downs (they have normal atk spd for Arua's sake)

 

b ) costs more mp to use (some of them)

 

c ) Less Base damage (Sure they pierce their target's def but that is their niche compared to katar. Also 30% pierced def =/= 30% damage increase and it costs 20sp)

 


 

3. Why is the only useful ranged skill mystic knife requires a skill that could be useful but  is not?

 

a ) the aspd debuff on venom knife is not only significantly weaker compared to freezing assault but it also does not scale w/ cha

 

b ) the poison damage is negligible

 

c ) why not change it to a mspeed debuff that actually scales so it could have its uses 

 

 

4. Why does Enfeeble's icon have a bull's Eye in it?

 

a )That icon should be on Mental Storm. 

 

b )Change Enfeeble to an atk debuff dual raiders will be more annoying that way, which is a good thing and it actually does what the name suggest and not cripple the enemy which it is doing now. 

 

c ) As an Atk debuff the skill will now mesh well with the Dual Skill line (by indirectly improving the effects of Weapon Guard). Like how the katar's crit debuff indirectly increases the effective crit chance on a target by reducing it's crit rate ( correct me if i'm wrong but crit rate also functions as an anti crit rate right?)

 

 

5. None of you could possibly answer this but... Why Did the DEVs not implement Parrying on Two-Handed Weapons?

 

a ) Parry Rate displayed as block rate in stat window and is fixed for each weapon but can be increased through skills/passives

 

b ) Str/Dex could increase physical block amount *should be inferior to a shield in all stages of the game*

 

c ) Zero Magic block as that is specific for shields, magic tools AND staves wherein Int increases that stat

Raider:

Renamed Skill Enfeeble to Cripple to correctly suggest the function of the skill which is crippling the movement speed of targets and not Enfeebling (synonymous to weakening) their damage

i actually read that but i am more interested in knowing the class' intended gameplay and role first than changing it
