can anyone help me on scout build and items that i need.

Chivalrous l Starglasses 30ap/50crit l Piercing Arch /w Enargite gem l Hebarn or Arua 75.50 l 20dex/30ap  or 75accu/50crit or 50crit/30ap Backshield l Enargite in Chiva glove l Star quartz in boot l Spectrolite Pear gem in Head slot l...Then there's precious set for speed and a few other items. Im not a scout pro or anything but that is probably what I would use if anyone disagrees with anything they can reply.

should i put some gems in my costume equipment ?

Don't have too because it won't affect your stats unless you equip them in the avatar section. All they did was allow costumes to have a gem slot but again unless you equip it in Avatar it won't do anything

Because scouts Damage Cap easily during their burn phase, so it's better to build into your down phase to increase the likelihood of scoring a kill.
