When I played years ago, one of my toon wore a little pink, white and blue oriental looking dress, Can some one tell me what the name of the dress is and how I can get one,

It's not pink, white and blue per sé, but is this the dress you mean? It's the only oriental-looking dress you can "get" that I can think of.
