Not sure if this is a known issue, but I looked through the confirmed bugs forum and didn't see anything.
At level 104, I finally turned in my last 91-99 Eden Board quest, and was trying to get rid of the timer quests because I'm OCD like that. I tried taking the quest again, since I think that's removed the timer in the past, and it told me I needed to be in the 91-99 range. Okay, that checks out. Then I chose the Hunt ALL Regions option (or whatever the equivalent is on the 91-99 board), and it let me retake all the quests that I didn't have active timers for. I then tested this with the 86-90 board and found the same thing occurred. The downstairs boards all stop me from taking quests, but the upstairs boards appear to be somewhat broken.
