Can someone with a stopwatch please measure the duration of this skill's cooldown at levels 1, 3, and 5 and tell me what they are.

(Need the exact info, but don't own a stopwatch.)

its 1 sec after cast delay

1. No, it isn't. 0.8 seconds by the Japanese.
2. I want to know the cooldown, not the delay.
