I think this is an issue that exists for nVidia cards newer than the 600 series. I don't know of any fixes or special settings to make RO appear normal.

I'm using my onboard 4600 but it's a pain switching all the time and I can't use 144hz either
so I need to SLI to make RO look good? lol
So I can expect a fix in 2077?

Have you tried turning off all the bells and whistles that your graphics card defaults on? Turn the AI (if any) off, turn AA and FX/SMAA off, change Mipmapping to Performance instead of Quality, turn Vsync off, turn AO off, turn Triple Buffering off, turn Trilinear Filtering off (in-game as well as on the card), turn ALL the optimisation features off, set Flip Queue to 3 or lower... etc etc.
If that doesn't work try disabling the visual effects of your desktop. You can get to this menu via Control Panel > System > Advanced system settings > Performance > Settings ... and toggle stuff off. I noticed Aero (Transparent Glass & Aero Peek) is particularly bad with RO.
