Is this on a mob or a player? Which mob if it was a monster?

Do you have your weapon on? Some skills doesn't work if you're weaponless.

thank finally fix... I forgot my evenom is level 9only  not level 10 (lv 10 in command icon in past skill reset)...

Eeew. That's weird. Usually if you have level 10 keyed, but know a lesser level, it'll cast the highest known level if you try to use.
