I noticed that, if I buy from an NPC while riding my Cart, the Discount skill doesn't affect the prices.

 

All goes fine if I get off the cart.

 

Nothing really terrible, but I wanted to point this out.

Actually because Carts kill all passives so you can't be OP while rollin down the streets~

 

Might change with the PAT upgrade/date but who can say for now!

As Zurn said, passives skills are not applied while driving a PAT vehicle, with a few exceptions (mainly the Item Mall Weight Training passives).  Being able to have non-combat passive stats (weight, discount, stockpiling, etc) be applied while driving PAT vehicles is something to consider for the future though.
