Which factors influence the options for pet and mounts?

 

For example when does a pet has like +9 Health and when +71?

 

Is it random or does it matter on the grade of the pet/mount or something else?

All options on a pet have a specific range. BUT, for the pets which are dropped in-game they're lower than for pets from the cash shop. Besides this, "simple" pets, which you get early in the game, have lower option values than the "better" pets  which are not as easy to obtain like the "Dark Flip".

Same applies for the cash shop pets. A Woodia pet from the cash shop is declared as a lvl.40 pet (although you can't level simple pets), but the Woodia you can obtain in the game is only Lvl.1, so the stats of the cash shop Woodia are higher. Also the "better" Pets from the Cash Shop have better stats, like the Dark Pegasus, for example.

The best stats have the Car Pets from the Car Pet Gasha Boxes, but they're very hard to obtain, because there is only a low chance to get a car pet from the box.

Well, since I know it know I wonder why my Wild Green, which I obtained of a gasha box, only has a +9 option. Is the range just bigger, for example car pets can get from +9 to 71 or did I understand something wrong?

The car's min and max stat ranges are some of the biggest gambles I've ever seen in this game. Randomizing the pet stats for +72 Stat alone is easily a low chance, made even lower by a specific stat like HLT. You could get stats like Attack Speed/Critical Chance/Critical damage as low as +1% and max values in the mid to upper 20%'s. Be thankful it's 1 pet randomizer per reroll regardless of stats with these guys.

 

If you managed to Pet Randomize a +72HLT/20%+ Attack Speed car of any kind, consider your luck in lottery as that's an extremely slim chance. A chance that's taken me over 3k IM to actually pull off.
