As i said i can't use the Bard NPC to get directly to Bio Lab4. I have done all the quests on my accounts ( A Ranger Account and A RK Account). Have already submitted the Ticket but it's been 4-5 days no reply on it.

 

 

Just so that things are clear these are the quests i have done : Factory Quest, Einbroch Murder Quest, Biolabs Entrance Quest, President Quest, Cursed Spirit Quest, Odin's Temple Excavation Quest and Rebellion Quest and Finally the Bio lab Entrance Quest.

Did you speak to the last NPC in Biolab 4 (Most north of the map) to obtain 13 MVP kill quest entries for Biolabs 4 instance? Check your quest log to confirm.

Whenever i try speaking to the NPC in the north it doesn't speak anything about the quest and if i tried redoing it, still it didn't help

You only need to do 3 quests: Biolabs Entrance Quest, Cursed Spirit Quest and Biolab 4 quest. Have you checked your quest log for the entries? They should start with [Shelter] MVP name. If you don't have that then you probably did not finish Biolab 4 quest fully.

If the quest is incomplete then there should have been a log saying that i'm supposed to do the same, as the Quest window. There appears no quest regarding the Bio Lab and yes i completed all of them. I have no problem redoing the entire Quest again but i need to get that Warp so that i can start Leveling. Is there a reset thing, BTW the support team has still not replied on my ticket its like 5 days now. 

 

Note: The NPC doesn't allow me to do the quest again as well
