I remember these getting nerfed at some point but I don't know how stubstantial the nerf was.  Does anyone know the old value versus the current value?

Weaken

• Status effect duration reduced to 15 seconds, from 30.

Raider
Freezing Assault

• Status effect duration reduced to 5 seconds, from 20.

Mental Storm

• Accuracy Down effect, reduced to 15, per skill level, from 20.
• Status effect duration reduced to 8 seconds, from 20.
• Cooldown increased to 10 seconds, from 5.

Enfeeblement

• Movement Speed Down effect, reduced to 15, per skill level, from 30.
• Status effect duration reduced to 8 seconds, from 20.
• Cooldown increased to 10 seconds, from 5.

Unique Skill
Crippling Storm

• Updated to reflect the changes to Mental Storm & Enfeeblement.

freezing assault is still 20 seconds. i would be pretty useless if it was 5 seconds

well they recently fixed the whole freezing bosses with it, so the duration doesn't need to be cut anymore.

Did they ever fix crippling blows not applying to monsters?

you mean shattering blows? no. No stack can be applied to monsters as monsters can't 'learn skills', which is what stacks are, temporary skills, not buffs. until they update the mob AI + mechanics, it won't work either.
