I bought a CoD from a guildie a few days before the April 15, 2015 maintenance but didn't really put it on until i was able to have my Crown upgraded to +8 and consequently had it turned into a costume headgear. The thing is, when I unequipped the Costume Crown just to see how my Wandie looks like with the CoD, i couldn't see any CoD sprite at all, only in the equipment window. The stat buffs are there but the headgear sprite just seem to be bugged. I tried relogging with just the headgear on and no costume crown but the CoD sprite just wouldn't show up.

Try posting a screenshot..   That would help

Are you also wearing a mid headgear costume? If so, unequip that too. Crown of deceit covers top and mid headgear so mid slot costume will also hide your CoD.
