As the topic states I am stuck on downloading avatar list. I have restarted the rose client 4-5 times

just wait there for 5+ mins or so, you should log in, i'm pretty sure they are aware of this

I found that the first time I logged in a game account, the avatar list took forever but since then, that part is fast. However waiting to enter the game can take quite awhile . My advice for the avatar list is just wait and let it finish the first time.
