Because that event ended on May 15 but apparently it's back along with the Lacrima. If you talk to Felice in Junon, she has the event dialog again.

 

Not sure if it's a mistake or if the Ballroom event was extended because of the down time we had during the period of time the event was scheduled.

Thanks for the report.  The Ballroom Event has been turned off and Lacrima will no longer drop.
