It seems that the Guard (Ligtharlzen, the City 266, 200) was disabled for some reason. We killed all mobster. No notif in map. Only way to get it is to get VIP or use scroll. Any idea if this is officially premium player only so we can move on to other servers?

The guard is not restricted to VIP subscribers.

thank again for your reply! but I cant even get pass thru the guard to  start that quest. I'll try playing other MMO at the moment just to have something to play with.

just talk to the guard over and over. there is a chance the guard will fall asleep and u can get pass him

That suggestion is not going to work because the script of the NPC is having some issues.
