Does mid TI normally have higher exp monsters than Upper?

not really. the exp you get also depends on the level difference between you and the monster. a better indicator is exp:hp ratio. if you can kill something in 2 hits vs 4 the monster that dies in 2 hits will be better exp in the long run even if its exp per monster is slightly lower than the other one.

I'm also wondering about this since I did the quest last year. I'm not fretting over it but it kind of left those of us who did it last year "4th of July eventless". If this wasn't a bug, I wouldn't have minded an alternative 4th of July quest since I couldn't do the Brados quest again.

 

if your character already done the quest last year it can't do it again. NO Repeats. Need to use new lv70 characters.

Cornus is an odd case in terms of HP:EXP ratio.  Perhaps because they keep Shield Reflect up almost permanently, murdering melee players that burst them, and are Holy 3, crippling elemental offense against them.  Really limits the way they can be approached.
