try running in compatibility mode. Probably try windows xp or something much older.

i know but i know quite a few people that live there where those programs make a major difference just incase thats the problem

Use lowest resolution for client running on background and playing around with dxdiag (directX)/gc card setting, or designate cpu usage on each client i7 >< go play skyrim...

Did you install the actual manufacture drivers for your hardware or the winblows generic version?

b/c OP stated they live in CA, i'm not sure that it's an internet speed issue. odds are there need to be additional tweaks to make RO run optimally on the win10 platform and it won't be smooth right out of the box.
I think Dr. Azzy posted something about w10 and RO ages ago but don't know if there has been any follow-up since then.
Win10 is def gonna be one of the issues but as someone also in CA, iRO is in general pretty laggy minus those other bugs.
I have the same computer build except I loaded win7 and haven't done the free upgrade yet. Multi-client is pretty bad (I feel like it's worse on this comp over my -_-ty one) but I think it's due to how the client hogs CPU. I forget where on iW the topic was but you can get ROext and in the ini change it to free cpu when inactive, fixes some of the jumpy-ness when multiclient ~ it was really helpful when I used win8 which RO also hates. Also, ctrl+alt+del and then pushing cancel to exit the menu fixes the weird pixelated graphics.

i can triple client fine in a 7 yr old vista machine, and have been adding a 4th client recently to vend. maybe vista runs RO better than win7 *shrug*

What I do is dumpster dive at the local recycling center. I find lots of working computers that I either cannibalize or scrap for gold & silver content.

If we are talking 'lag', then it is not an issue of computer hardware, software, or her OS. It is an issue with the internet and/or adapters, etc.
Edit: I'll update that to say that if it is in fact, an adapter, then it is software/hardware.
Before doing anything else, go into your network settings, find the wireless adapter (if using a wireless connection), right click the adapter to disable and then immediately right click again to re-enable it. Let your computer re-establish the connection and give it a try. Resetting the adapter can often fix many irritations.

same here its really lagging using r9 380 I opened 5 client and it lags like .... i run win 10

its never about the internet connection RO doesnt eat much data even a 50kbps and old computer can run IRO in a decent no lag or delay issue zzzzz
