They need to be 'boosted' in strength, currently a champ buff can be stronger than the IM buff, which makes the pots less desirable.

That only depends on the class...
Knights for example with maxed HP Passives get more of a buff from the HP Potion than anything else [aside form booster]. . . sooo yea.
