Yes, oh my gawd yes!

 

Reasons:

 

1. Metallic Sound is forced Neutral, so you can't use Converters or Endows for leveling if you decide to go Sound Build. 
2. They occupy one headgear slot, can't be carded nor enchanted, so not OP.
3. Sound Damage build should be a viable leveling build for the sake of diversity. Actively leveling the character gives the player a sense of accomplishment and certain freedom he/she wouldn't have if they just supported in TI with a single skill in autofollow.
4. Sound Damage builds are advanced builds that still require high grade gears, this accesories merely ease leveling with the build.
5. No Holy element, so they do not alter the sale of Aspersio Scrolls from the Cash Shop.

to your points 2/3 its a lower that looks like cd in mouth

anyone seriously saying "no" probably doesn't realize it costs 200 sp to cast, has a 5 sec cooldown, and only does similar damage to what arrow vulcan now does BEFORE elements. Av does way more with elements, for way less sp and shorter delay.
