Is there anything that can be done to cause runaway magic to proc more frequently?  Does level of demonic fire have any impact?

Demonic fire level should affect its duration. Use Thorn Wall then a fire attack on them (i.e. Fire Wall scroll, Demonic Fire) turns the thorns into an AoE firewall. Having a huge mob in the AoE gives u higher chance to proc runaway.
