Why did it failed?!!!! Is it not 100% sure +10? trying to +10 my +9equip! I have the safe to 10 certificate and the HD Elu but it still failed

it works like the normal safe to 7 certs here in iro, its not 100% guarantee that youll upgrade your equipment, but its a 100% guarantee that your equipment will not break (or downgrade)

it's call safe to 10, not guarantee to 10.

if im not mistaken, it still follows the chance of +9 > +10 rate which is 10% success rate. either you get to +10 in one try or more than 10 tries
