The lowest budget gear is eden gear.
With a little effort, but still no real "cost", you can earn Mora gears (probably the Affection Set, for you).

Body : Orleans Gown/ Robe of Affection
Weapon : +7/+9 Healing Staff/ Wand of Affection
Shield : Round Buckler/ Valkyria's Shield
Garment : Nydhoggur's Shadow garb/ Shawl of Affection
Shoes : Variant Shoes/ Shoes of Affection
Accesories : Phen clip (if not wearing Orlean's Gown)/ Spiritual Ring/ Angelic Ring/ Cat Hand Glove

They are free gears that you can get from eden by doing a couple quest
the last set up that you can get from eden gears are :
Head : Eden Group hat II
Weapon : Eden Group Staff III
Body : Eden Group Armor
Garment : Eden Group Manteau II
Shoes : Eden Group Boots IV
The other equips that Jaye suggested are the "Affection" set, which i have already covered in my previous post. Affection set consist of Robe of Affection (body), Wand of Affection(weap), Shoes of Affection(shoes), and Shawl of Affection(garment). Note that affection set gears do not have slots

you can try and get a int enchant in general to increase your heal power, or if youd like you can mix it up with sp enchant (weap), or some hp enchant (robe, shawl)
For cards, the main cards that you should be concerned with are shield card (hodremlin for general purposes), armor card (peco-peco card), garment card (raydric) and acc card (phen, if not wearing Orleans Gown)
So your targeted equips can look like this :
Head : Ygg Crown
Body : Orleans Gown (Peco-peco card)/ Robe of Affection (int enchanted)
Weapon : Healing Staff/ Wand of Affection (sp enchanted/ int enchanted)
Shield : Round Buckler/ Valkyria's Shield (Hodremlin card)
Garment : Nyd Shadow Garb (Raydric)/ Shawl of Affection (int enchanted)
Shoes : Variant Shoes/ Shoes of Affection (int echanted)
Acc : Clip/ Cat hand Glove (Phen card, if youre not wearing orlean's gown)/ Spiritual Ring/ Light of Cure (Cure lvl1 enchanted)/ Seal of Cathedral (Catholic lvl 1 enchanted)/ Ring of Archbishop (Archbishop lvl 1 enchanted)
And can you tell exactly how low is your budget, cause all of the equips i suggested can add up to 100m~ish, but if you can tell how much budget you have, i can try and make a more precise list depending on your budget situation

you can FS all the way to 150 with just eden gears so just save up.
