Does anyone know where I can get this item except from other players selling it?

Old glast heim instance, from the treasure room. You need to be lv. 130 to enter the instance, and you need to defeat amdarais inside to access the treasure room at the end of the instance.

If you're not strong enough to run OGH you can really just buy it from other players; it's a good investment since it's class friendly (minus novice), slotted, all stats +1, and grants the use of Spell Breaker, which is a great skill to have. 100-200k for one is a pretty good deal if you ask me.
