So based on the irowiki stat calculator, I found that 120 DEX will give you approximately 60% variable cast reduction (I dont know if this is true or not actually), so if I equip  an Amplifier (50% var. cast reduction) will I get insta-cast?

 

But if that is untrue, will putting a phen card inside an amplifier a good idea? Thanks in advance

Cast reduction from gears and stats dont sum, they multiply by each other. Meaning, if you have 60% cast reduction from stats, you have 40% remaining cast and the sound amp will decrease this by 50%, so you will have 20% remaining cast time.
I've seen people that like phen on sound amp, i personally hate it.

short answer = no.

Long answer:

Variable cast time formula is this:

(Variable Cast time)*(1-Gear cast time reduction)*(1-(Dex*2+int)/530)

There are two way archive instant cast:

1. Though gear: variable cast time reduction gear = 100% or more

2. Though stat: Dex*2 + Int => 530 

So your case:

60% on stat and 50% on gear makes

0.5*0.4=0.2 which is 20% cast time.

Putting a phen will make it:

0.75*0.4=0.3 which is 30% cast time.

 

However, putting 2 sound amp makes you instant cast (if your skills have no fix cast time)

Which calc are you using? My calc shows -67% variable cast time with 120 DEX 0 INT (33% remaining).

Also my calc shows that with -50%  from gear and 120 DEX, you have 16% remaining.

Actually I was using the new stat calculator that you showed here. Yes, it was 67% but I try to be blunt because I don't understand how the calculation were actually calculated.

 

And I also add the -50% reduction into the calculation, but when I see there is another 16% remaining, my brain got train-wrecked because my assumption its was just 67%+50%= 117% lol

 

Since I cant get insta-cast with just 1 sound amp, I'm forced to put a phen card in it. Or is there any other card/option I can consider?

what class /build is this for?

 

with temporal dex boots and 2 sound amps, a wanderer/maestro for example has practically 0 cast time for just about any skill and a phen is unnecessary.
