How does one get Requiem to work on a fresh install(brand new laptop) of Windows 8.1 without crashing the video driver every time it displays the login screen?  I have tried running in compatibility mode for windows 7 and xp and disabled windows defender as well as adding exceptions for all of requiem's .exe files.  Any other known solutions?

I noticed that the program was set to run with integrated graphics as opposed to my 950M so I went into NVIDIA panel and added both requiem.exe and launcher2.exe to it and changed their settings to use my 950M graphics card.  It didn't crash this time, although I can't seem to connect which leads me to assume the game is presently undergoing maintenance.

In general the issue of crashing to desktop after patching is caused by anti-virus programs. If its a Fresh Install, I imagine the only anti-virus is Windows Defender which should let it run.

The other issue it could be is your display drivers on a fresh install. The issue of display drivers usually depends a little on your laptop make. If you are using a Toshiba, you might need to get your display drivers directly from them. If you are using anything else, update your drivers at the nVidia homepage.

There are also issues with graphics switching technology, but this is an issue with most games. Looks like you fixed it.
