Doesn't ROPD hold all this information (for equipped info at least) ?

 

How can they secure it as a third party, but you can't?

I believe ROPD can only scan it if you have your gear open; otherwise it can only recognize the weapon but not it's upgrade/card/enchant state.

we already knew that, that is why we are disappointed that they will capped it to +15 instead of +12.
