You can get the same buff many times, it's based on promixity. It activates from some timer and there are announcements in the room. Eventually the 'mana orb' is removed. 

 

You also get a sparkly aura, and if you get the buff many times in succession you end up looking like I did here: http://i.imgur.com/UfzZS4E.jpg

do you know how to activate it?   based on what u said, does it work like geffenia fountain?

Okay, after I talked to Kardui on my SinX, I approached the orb and received the buffs on her when approaching the orb from the right side. No announcements were made prior to receiving the buffs, it just happened when I approached the orb. So I think as long as you talk to Kardui once, you can receive the buffs when approaching the orb from any side. Didn't do any Eclage quests aside from the entry quest. Someone test this theory on another character that hasn't been to Eclage yet, and if they receive the buffs then I guess we can add an entry about this on the iRO Wiki.

I don't think you need to do anything, to be honest. I can't say I've done any quest related to the fountain -- I've only done far enough to get the teleport item. 

 

Kirin Kishi -- easiest way (for first time) is to use a mysterious seed/go to mora, and exit through the right portal. That leads to the eclage field/bifrost tower. Then do the entrance quest and you'll get the accessory that warps you to the room with the mana fountain. 

 

BTW it's not... super useful. It's a nice perk, but I can't imagine it being necessary for one's usual setup when doing anything/everything. I just like to sparkle. It lasts 30 minutes so at most you can use it for one instance.

Okay, got another theory. I think what happens is that when someone talks to Kardui, that's what triggers the announcement and the orb buffs. That would explain why I didn't see the announcement before approaching the orb and receiving the buffs. Would need someone to multiclient 2 accounts, have one character stand near the orb and another character talk to Kardui and see if the character near the orb hears the announcement.

i have tried that, but it didnt active.

 

when i talk to Kardui, she always says she is tired, gonna fall asleep.  i think there is a cooldown

i guess that buff would be really useful for ppl like me, who is no longer VIP   ( waiting for 2x exp to pop up my vip )

i just did the Eclage quest "Encounter in a Strange Land"

 

i forgot when i started getting the buffs, but i think it was after getting Avant in prison.

 

i stopped getting the buffs after i finished the mini instance where i get imprisoned.

 

the story of the npcs there is that the Orb was stolen by the Chief of Staff who was being manipulated by evil, i think it was morocc.

 

then in the end the Chief of Staff died outside mora, bifrost field.

 

i dont know if thats the only way to start getting the buffs, but i suggest stopping on the quest when you start getting it to make it permanent. maybe??

 

need more people to try the quest and see when it starts and stops.

 

there might also be other ways to start getting the buffs, but i think finishing this quest will make it stop since the orb is gone.

got mine, even though i haven't finished any quest in eclage town.
the cell buffers are scattered all over the plaza.

It's a ring around the central fountain-crystal-thing. The yellow markers on the red carpet draw the line for where you get buffed.
