I literally do not have the NPC in my game. Like it doesn't exist. it's funny to see people crowded together at POW around nothing. Is something wrong with my client? It was updating once and I cancelled it because it bugged and percentage stayed the same for like an hour or so. I tried doing it again but it says it's fully updated.

You should try deleting the patcher ID and reopen the client. If it still bugs you may want to reinstall the game.

Hello,
if you don't see the Halloween NPC and/or the Spooky Forest Portal your XML.dat is not properly patched.
This can happen if
- you patch while the game client is running
- you replace the xml.dat after patching
- your internet connection wasn't stable while patching
sometimes also AntiVirus softwares and Firewalls could identify the data transferred while patching as harmful. If this happens over and over again you should try to turn off Antivirus/Firewall software while patching.

I'm not sure if I can find the patcher ID but I did find something similar. patch.id
But deleting that didn't help at all. I couldn't get passed the patching point, and the it remains at 'creating client list' before the patcher gives up and exits itself with an error message.

I believe you have to completely re-install the game and to follow Poppie's instructions.
I think your game patched (repaired) itself to death now....and in the case this happens only a re-installation of the whole thing does help.
