You can get the lower grade gems by farming a lower level king. However I do like your idea.

I don't see why this couldn't be possibility. I like the idea as well, however useful it will be to people.

This seems to be a problem from the lack of information on how to properly farm. Trust me when I say, they're not actually that hard to get. You just have to want it, not want to spend 40seconds in vendors to buy one with the click of a button.
