Ok, until about 3 weeks ago I can still access the 2nd storage thru Kafra Mail Annex with non-VIP account. Now I can't.

I just got back from a brief RO break after 2 or 3 weeks or so. What changed the GM's mind?

You're probably talking about the temporary opening of storage #2 to non-VIPs as a makeshift workaround while they fixed the storage capacity bug that was introduced with 14.3. That bug got fixed and access to storage #2 was re-restricted to VIPs only long ago.

If my memory serves well I have stored stuffs in 2nd storage without ever being a VIP. And that's around a year or two ago.

Now I can't ever figure out what I have put there. Or if it ever was.

there have been temp vip events in the past where you got vip for like a week or so. you could have put items in there during that period.
