"Infinite kicks, meaning you can use ANY kick with ANY stance, and can also use a kick after another, making an infinite combo.
i'd say, its not working!

You have to do at least one stance to initiate the kick-chain sequence...

Heel Stance -> Heel Kick -> Tornado Kick -> Counter Kick-> etc.

Also, I also thought I read you cannot do the same kick consecutively. Additionally, with this you have to be quick and have good timing. You will likely see "Skill Failed" in red in the status if the timing is off.

Therefore, Counter Kick-> Tornado Kick -> Counter-Kick would be a sequence you might have to use.

Since, you are not being prompted for stances like normal after the first kick you have to time it correctly.

Also, I do not believe the bonuses for ranker kick in until at least base level 90.

This means all skill unlocked, triple HP/SP...etc would not work until then.

 

Verify your Taekwon Mission status. Not saying you have not checked but... do /taekwon to make sure you are on the list. If not, well...you are not in the listing as a top ranker.

thanks Sladeero! I really appreciate your response, yes, my taekwon is 99/50 thor server and currently at the 7th rank. got all the skills and HP/SP boost. just having a problem chaining the kicks, At first I thought it doest have to follow the given stance to start with. but  then I figured out that i have to follow the first stance with the right kick to initiate chaining.. thank goodness I thought it was a bug. /no1
