I think this is related to new features which are to be initialized in the upcoming big updates.
For not, it's not working yet.

Its actually for the new paragon gems, but only so few gems were put into the game for testing purposes. Unless you manage to get yourself one of the gems, you pretty much can't use that yet.
So far it is already said by feuer in one of his videos about paragon gems. Somewhere in the community chat section of the forums.
