Right now, I have Wacom intuos pro 3. I like it alot. It's very smooth and the pen isn't so thick or so thin, so it's not awkward to grab. I also used to have the bamboo tablet and it was pretty cheap and worked well. Over the years, it got scratched up pretty easily though. But then again, I pressed pretty hard lol.
As for art program, I've been using paint tool Sai for maybe 5 years and I still love it. It makes for great lineart and it's pretty cheap. I think it runs for 30 or 40 dollars but I believe it also allows you to download it to 2 other computers.

its around Php. 4,000 here when it was released last week in Philippines( USD $84.73)

though that one you purchased is good anyway (that's what we use at work XD)

i went with the cheaper model as i'm still not sure if i'm willing to fully commit to digital media.  I'd rather waste 80 than to waste 300.

Since you're new to digital media, I would also high recommend heading over to CTRL Paint. He post amazing art videos on traditional and digital media. Unfortunately, most of his videos are done in Photoshop, but his techniques should translate to other programs. Also, there is the added bonus of worksheets to practice the techniques demonstrated in his videos.

 

When trying out your tablet, keep in mind that it is missing out on a few important key functions. For example, there is no top eraser, pen sensitivity is relatively lower, and no angled pen control. To be honest, since i started using a tablet myself, the transition was hard to grasp at first. Even now I still feel that disconnect of not having my hand on the paper. For myself, this is one of the main reasons I am considering getting a cintiq in the future!

Well i think you should try those most known softwares (SAI, ps, sketchbook pro, corel painter, fire alpaca...) and see which feels better for you.
It doesnt really matter what you use, in my opinion...you'll find decent artists using all of those...
I, for example, can't work with SAI. I think sketchbook pro and ps are more comfortable...idk they just feel better to me...

 

Can't help you tablet wise since my knowledge is limited to wacom...i have an intuos pro small...i think it is pretty decent and wasn't expensive (around $250 usd)...

I would recommend to you to check out different softwares, or at least watch some videos about those. I tried out a lot during the years: photoshop cc , krita, gimp, paint tool sai, mypaint, corel painter, paintstorm studio and maybe more, just can't remember.

 

What I can say is that every software has their own advantages. The question is: what advantages are good for you personally. That's why I suggest to try different softwares before you decide which one is the best for you.

 

Personally my all time favorite is photoshop, because on top of painting I can edit my artworks, I don't need other software to use. The second fav is krita, it's free, it's great.

 

As for a beginner, XP-PEN Graphic Drawing Tablet is a great choice. I have a XP-Pen Deco 01 V2 ! It's a great tablet.

 

I don't think for first time is good to invest in a more expensive tablet, because what if you're not enjoying digital art?
