How does one change offensive display names? Or is that not possible?
i can't send chat to anyone, even in public chat, party chat and guild chat

A little unclear, are you referring to your own character name or blocking chat from other players? Do you have a red bubble on your character by any chance?

my character name is Annoying Fvcker. i guess it's because in word filter. how can i solve this?

Have the GM staff look into it, they might be able to give you a free name change.
To do so, first create a support account then submit a ticket to the appropriate department, use this guide if you are new to sending support tickets.
