Moved to Technical Support.
There was an issue on our patch system backend that removed the file you are having issues downloading, which has now been corrected.
Try patching again.

new problem.. When i opened ROSE it patched again downlloading just DLL files
then the image below appears when i press start.
and when i re-open the client it will patch again and Redownload the same DLL files.
tried using "Check All" but still same problem.

The DLL is corrupted, you're going to have to uninstall and install from a fresh installer client. =/

Make sure after uninstalling ROSE u delete the gravity folder to it might still be there with some leftover files from Rose online.
Note: If you play other gravity games do NOT delete the complete "Gravity" folder, instead delete the sub-folder "ROSE Online"

it gets fixed when i use "Quick Check" though, but the client is always repatching everytime i open it.

try using a quick check, then full
or a fresh install>

tried fresh install and it still doesnt work w/o using quick check and every time i re-open the client it still re-patces and downloads dll files then again i use quick check so it starts.

Make sure that your antivirus software isn't interfering with the patching process - try temporarily disabling your antivirus to confirm it's not causing the issue, or add your ROSE Online install path to your antivirus software's exception list.
You can also try running the patch client as Administrator to make sure it has the nessecary read/write privileges.
