Anybody knows what i'm doing wrong.

 

Volunteer morroc which i should talk towards, doesn't want to teleport me. He basically says.

 

first dialogue:

we're we're flooded with work

 

second:

this works like never ending, no matter how hard we try.

People of rune midgard please lend us a helping hand

You are talking to the wrong NPC, walk over the location morroc (90, 144) and a window will pop up, proceed from there.
