can i still get Atk speed on a lvl 1 pet/mount?

Yes. Level of the pets don't matter, but the type of pets do. Some pets do not give 72 HLT, for example the maple woodie. Although that woodie could give 5%/8% mspd, but others do not. It's not the level of pet, it's the type of pet/mount.

Aside from cool looking pets, I recommend using the car mounts for the best stats as a pet/mount. You could potentially roll a 72 Hlt + 28% atk spd stat on it.

Don't forget, rolling around in a Car that has a tail is so much cooler than having 72 HLT and 28 Attackspeed

Do you by all means know when you could get this Maple Woodie? My friend has one but i never asked how you get it, was it an event and you cant get it no more?

You can buy maple in cash shop, under pets tab. At least it was there when I last time bought one.
