People who farmed with dual clienting had an unfair advantage and so it's only logical that it is and was forbidden. Just imagine you farm like 2 hours, but effectively, you farm 4 hours a day. So a fair playing person needs to invest the double effort to farm as effective as you and that's just unfair. This example is with 2 clients, but there are also people who farm with 4 clients and that's insane, nobody can have that much time to farm as much as 4 "persons" together.
I don't think there will be a change about multiclienting and I appreciate it.

Ehm... using two clients on the same computer always has been forbidden. You still are free to use two accounts on different computers (as long as they don't have the same activity I think), and NPCs aren't the only ones you should have business with.
You might also question how twisted your reasoning is since a game is meant to be played with a single client, and not everyone knew how to use X or Y virtual machine software to have more than one active account at a time. So, unfair advantage and so on.

Besides the usage of these programs was so widely spread that now that you cant do that anymore, many items should go up in price because the supply of items such as POW farm things will drop. So proper farming will be better in the future.
The only thing to think about here is that this doesn't really remove the unfair aspect, just makes it so that where as before anyone with any quality above a potato pc or laptop could do this, now only those with multiple devices get this advantage. Hardware already gives a lot of advantages such as access to macros and well, smoother gameplay which is given but in the case of atk speed could be considered unfair. So if I were to decide I'd just let people open as many clients as they please, but of course it was decided that this wouldn't be the case long ago and I don't see a scenario where this would change.
So this topic is kind of pointless for anything other then chatting about a thing that's against the games policies :/
