It's because the information is not attached to the client. Depending on the game its either saved in your Ragnarok Online folder, Documents folder, or AppData folder. It won't cause any issues with a new install since its independent of the client. It's also not skipping that 900 kb. It finishes, then immediately goes to ready to play. It's just that last bit was finished as a chunk.
I would investigate if other people are having a sprite error. Chances are a sprite error is caused from a corrupt download, failure to include a sprite in patch, or another application is preventing your game from accessing the sprite. Reading if other people are having issues narrows down the problem to either on your end or their end. Considering the amount of times Gravity LLC failed to patch I would consider them to be in error. In this case, Gravity LLC removed a necessary patch from the patch list.
