Send a ticket if you can. You will need to get in direct contact with support since they rarely look at this section. This is also an issue only correctable by support and not by the community. The support section of the website used to not require login to make a ticket. Not sure if they do now.
What is probably happening is your region or ISP is being blocked by their region or ISP since you are Russian. It might also be a time of day thing. I know when doing transatlantic internet after a certain hour it got congested and slow. The same applies for trans-pacific. Considering the time zone difference, the middle of day there is the middle of night here. You could also try a different browser. Personally, I use Opera.
