I think it's just that it has a chance to proc refine level*8 MATK. For example, if it was at +9 it'd have a chance to proc 72 MATK (8*9).

Do we have any info on enchantment chances? Afaik It's extremely difficult to get perfect enchants

If the user gets higher DMG than the certain rate of MHP, it decreased the DMG by force to the certain proportion. However, it cannot reduce the static DMG.

 

The HP portion of Gate of Hell is considered static DMG. By the card definition Oda posted the card is useless for surviving Gate of Hell, but useful for surviving Arrow Storm, Crush Strike, & Comet.
