Does anyone know how to use this feature in the item mail? I have yet to figure it out. So if anyone can help that would be excellent. TY!

Hmmm... It easier if you see it for yourself.
Basically you have to bet five parts of cash set. Depending on their grade (Regular-Advanced-Special) you can get a better items in your wheel to try your luck.
Regular items gives you 1 point
Advanced items gives you 5 points
Special items gives you 25 points
You always have to bet five parts.
Go to the Mix Board and click the "Prediction by point" tag, there you will see what items you will have in your wheel depending on how many points you had bet.
Also, you can't bet all items. Here is an example of item with grade to bet and one without.

At the top-right corner of both items, you can see the "Item Mall" description, but only one have the "Normal Costume" description, those items that have the "Normal, Advanced, Special Costumes" are the ones you can use on the Mix Board
