BTW, is Rata Card any good? The 1% chance of it proccing seems really low, but, at least formally, Isilla is 4% and it's kinda nice... Does anyone here know?

rata and isilla are two different things. Rata reduces fixed cast time while isilla reduces variable cast.

Thank you, sir, but I already knew this. My doubt is about the proc chance. Isilla has a 4% chance and it procs quite a lot. I wanted to know how does Rata Card compare to it in practical terms.

There are at least 4 or 5 now. 1 card sold for 60-70 b few months ago. I don't remember how much exactly.

There are 4 cards already.

This one that ppl mention was banned, it still exists, the seller got his acc banned later for RMTing the zeny(but he walked away happy with 2k+ just from that lol)
And he had some of my gears i lended him on the account so rip :c

That surprises me, I thought both the buyer and seller would be banned for RMT cases. Punishing the seller but not the buyer makes no sense.

The card buyer bought with zeny, the card seller rmted his zeny.

And they ban the seller and wipe the item/zeny from the buyer, as the money loss should serve as their lesson. If he/she still insist and get caught in more rmt cases then the ban occurs.
